Standard practise for most marketers, when buying advertising space in email lists is to select one that is targeted well to their offer. As is usually the case there are a selection of lists to choose from that may well fit the offer quite well. As such it would be normal to then select the smallest list first as this will be the least expensive.
In a sense, this is like a test run. As long as the results are good, moving on to a larger targeted list from the same source would be the most sensible reaction, as you would then expect to achieve even better results.
